It's possible with pistols and such as seen in competition shooting, but anything the requires two hands means you have to stabilize your entire upper body.

What I would say if you actually want to make this something you RESEARCH and develop for is to look into things like footwork drills from sports or even dancing if you think there is some kind of secret to be find with regards moving quickly while maintaining a steady shooting disposition
I will say that I think it's time that could be better spent looking into other things. I think generally the best weapons handlers in the world are going to become proficient with shooting while moving in whatever way comes naturally to them, and focus their attention on tactical aspects of fighting with guns which are probably more decisive.
