Are we trying to hurt the person or the computer? Lots of blasting caps go off from an electric charge but you can also use fused ones set off by the heat from a old-fashioned fuse or detonator 'pencil' that consist of a metal tube, small amount of acid and a wire that burns though over a set amount of time then sets off the detonator.
