It was being designed in 1977 and construction began 1984. It's experimental name was F15STOL/MTD. It's purpose was further research on canard and thrust vectoring technology, primarily on adapting STOL on battle damaged runways. The 2D nozzle was replaced by a normal jet nozzle with both yaw and pitch vectoring until it's NASA exclusive ACTIVE status.

STOL/MTD was a tech demonstrator and nothing else. The Air Force wanted to make everything STOL at one point in the 80s, but they realized that the threat to runways wasn't nearly enough to warrant the costs.
