Active Navy here, they are already phasing in a new uniform (well an old one) they are expanding to the rest of the Navy. NWU Type III, originally for Spec. War and Expeditionary units. Should be issued to new recruits by the end of this month and completely phased in by this time next year.

2) uniform is for shore command the blue cammies are still for sea.
3) black boots for non seal/exp/seabeas tan boots for cool bros.

We don't wear NWU at sea anyway, we wear coveralls. Except for topside watches in port, Which will be Type III.
