About 15 miles will do if you have some protection against the radiation. A gas mask would be a good start as the radioactive material you inhale is the most dangerous.
You could probably be rather close to the base if you have a shelter to hide in.

Most of them were removed after the USSR imploded.

I mean, if you're following the news you'll probably know if nukes are probably gonna start launching in a few days or weeks. If you're talking about the actual moment it's launched, the government should interrupt any radio or tv program you're listening to and give an emergency broadcast. I'd imagine an alert would probably appear on your smartphone as well

You should read that closer. It actually shows that the blast effects sufficient to collapse residential buildings extend out about 6.5 Km.
The rest is mostly thermal effects, and those are inconsistent because most people are inside.
