How come a hollow point 9mm will blow up a watermelon but a hollow point 223 will only blow a big chuck out of one?

The 9mm is traveling at a slower rate and is a wider bullet. This is probably giving the bullet time to expand and deposit its energy into the watermelon.
.223 are a little wider than half a 9mm. 5.56mm, just approximately exactly. And traveling at a much higher speed. This giving the .223 less time to expand and less volume from the watermelon to work with.
