Pre-2008, the Russian "gear" industry was basically dead. It wasn't until after that they made patterns like EMR, SURPAT, and Spekter-S, so many internal units simply just bought whatever was on the western market or stuck with older stuff.
Chinese don't really have private companies (not that I know of) developing camo/gear and multicam is the hot shit these days so why not.

and when you see Russians use it, it is mainly internal security forces (aka police) using it, and police aren't set to a standard meaning they can buy whatever.
Military forces wise, you might see some guys wearing it but it's not very common.

I'd think the digicamo's effectiveness comes more from how they seem to absorb IR/near IR in different amounts.

Yes. But also realize most of the time you're souring at someone you don't even know where they are. You're shooting at wherever you think guns are pointed at you. If you walk,know there's no friendlies in front of you,then see a gun in your direction,you shoot at them. Gun type helps discriminate friendly from hostile as well.

It works even better for the US4CES pattern at a distance. The reason why the multicam is failing in the pic is that the pattern is running together under night vision. It looks like a solid mass. The US4CES pattern breaks up and better blends in with the irregular shapes of and pockets of light you get in dense brush.
