There's a reason that modern plate carriers are almost always covered in PALS webbing. Why throw on two pieces of equipment when one can easily carry both armor and your equipment/ammo?

i did both. the vest i wore over the IOTV was something i could ditch if it caught on something or if i needed to ditch it. i wore a pistol and some mags and a utility pouch on my belt. vest itself didn't really have anything on it unless you counted threaded pens/camelbak and shit.

To save money? Honestly its not a bad idea. You get the protection of a slick plate carrier for less than one with webbing, and you get pouches and utility for presumably less than the cost of pouches.

Over soft armor - logical; most low profile soft armor doesn't have molle anyway and you could wear the same kit with or without the soft armor. Over hard armor - makes less sense, doable but with all the swift-clip placards and chest rigs out there, wearing a chest rig with its own straps over a plate carrier is kind of an answer to an obsolete question.

I tried it before. Was way to bulky for me, rig over a carrier and also with a ruck say goodbye to mobility. They go over better with soft armor. Also depends on what your doing. Do you need armor?

Yes, for gunners it more simple to drop your chicken vest so you have more room in the turret ring
