Because the concept of a cover defeating weapon is very intriguing. The OICW had a lot of flaws....but that's why it never left the testing phase.
You understanding testing right? You build some shit, then test and make improvements. The prototypes often aren't great, that's why they are prototypes.
The OICW laid the groundwork for the XM25, which was by all accounts a great weapon (so long as you don't go full retard and start ripping safety components off the grenades).

How's it a bad idea? It doesn't replace every weapon (and shouldn't) just the grenadier's. Smart burst is great and has been shown to be 3x as effective as traditional underslung grenade launchers. Korea hasn't even completely phased out the traditional grenadier setup.
It's only worth the size. weight. complexity and additional training if you spend way the fuck too much on defense though, which luckily South Korea does.

Yeah, if it works, the ZH-05 is definitely the best packaging of the concept so far. It's down to the point where it could be reasonably mass issued. That's to be expected with the lessons learned by the U.S and S.K programs though. If the improved 40mm program doesn't replace it, I'd expect the next U.S. attempt at OICW to look similar. Going single shot for the launcher solves most of the packaging problems and that's a reasonable size for the optic\ computer bits.
Big if on function and reliability though.

The Koreans cut out the gas-system and made it a manual repeater, that significantly cuts on weight, cost and bulk. It also comes with a bipod, which helps in handling and shooting from cover or prone position.

I think it's neat in that it's lighter still, and the idea of purpose made grenades mean they can do their job better, rather than have them trying to do many things and carrying smaller payloads.
There's some drawbacks in that too though.

What if the airburst component is lightened/simplified further by using the Metal Storm principle (multiple rounds stacked in the barrel and ignited electrically)? You need electrical power for the computer anyways. Instead of having a detachable box magazine and a mechanism to load the launcher from it, just load the rounds singly through the side at the back.
