NSA at Fort Meade has one too if I remember correctly. Though it may just be a generic coffee bar. You don't need a clearance per se, just be able to pass a pretty rigorous background check and not do anything that raises any flags. You get an access card for the parking lot and where you work, that's it. Not like you can just wander around. Well you can but I wouldn't advise it.
