The commerce clause gives the federal government the power to regulate interstate commerce. It does not automatically preclude the states passing regulations pertaining to interstate commerce.

So Congress could pass a regulation requiring states to allow ammo purchased from out of state to be kept and used. But there's nothing automatically prohibiting California from passing regulations on interstate commerce.

I used to do this in a free state out of convenience, so I could pick up my ammo on the way home instead of having it delivered to the house potentially with no one home. After about a year a new manager tells me I have to stop doing this because they aren't supposed to hold dangerous materials(ORM-D) and that the sender(SGAmmo) hasn't been flagging their shipments as such otherwise the store would have refused to accept the package.
