Lever guns being out gunned easily I agree with but a revolver isn't a bad choice at all given that shitty ammo will be common in the nuclear wasteland full of scavenged supplies. You can pop a squib out and shoot a handful of similar cartridges. A 9, .38, .357 would be easy to feed.

Using common rimmed magnum revolver cartridges and having ammunition interchangeability with your sidearm.

A modern rifle is still superior in certain ways, but if you're just looking to burn some .357 or .44 with surprisingly good ballistics, or sufficiently hot .45 Colt, then there's an argument to be made for them.

Also, there's lever-actions available in .460 S&W and .500 S&W, and you can probably get wicked fast follow-up shots with them.

The NCR has service rifles for its troops, and they do make their own stuff. The ones you see using lever guns or double barreled shotguns in the game use them because their logistics are so fucked, and military so overextended they can't make enough guns to put into their conscript's hands.

Legion and random Mojave settlers use revolvers and lever guns because they're tough enough to still be working and they're what they had laying around, neither the Mojave pre-NCR or the Legion seem to have much in the way of gunsmithing ability.

Add to that the fact that some of the options that you use to talk Lanius out of the fight is to remind him that the Legion lacks the resources and the man power to flat out defeat the NCR, especially after drawing so much of their limited resources into this one battle. Manually operated firearms using straight wall cartridges would make a lot of sense in that situation though, at least from a civilian perspective in an area where regular shipments of new manufactured ammunition can't be relied on. As manually operated actions are less sensitive to shitty reloads (you can even easily run them on black powder) and straight walled cartridges can be reloaded many more times before failing, especially if you load lighter which a manual action would be better for.

The general understanding based on what we have is that the Brotherhood leadership of the time wanted to control literally all forms and examples of advanced technology in the wasteland and set about aggressively confiscating anything more advanced than a lightbulb from everyone they could find.

The rangers in patrol armor are from California and have been part of the NCR military for a while. The badass elite rangers with the dusters over riot gear are the Desert Rangers of Nevada who agreed to be absorbed into the NCR in exchange for the NCR helping to defend the Mojave from Caesar's Legion. That's what the giant monument at Mojave Outpost commemorates. When you reach a high enough level for elite rangers to show up, you can hear NPC mention it being "a ranger family reunion".
