When observed, an Angel appears to just be a stone statue, but it's not quite. It's "quantum locked" (because Doctor Who physics), and thus is basically indestructible. You can move it around, but the Angel's pose and physical state is essentially fixed. No amount of firepower is going to crack it in that form.

Yeah, any image - drawn, photographed or otherwise - will turn into a angel given time. However there is a method for completely disabling a weeping angel.

You throw it into a black hole, where no matter what it does, it can't escape. Alternatively you can place it in orbit and just leave it; they can move when unseen sure but they can't break physics and propel themselves off of nothing.

Also as mentioned, mirrors are their weakness or if there are multiple angels, getting them to form a "circle" where they are all looking at each other can keep them locked forever.

None of this forbids the concept of keeping them locked via go-pro cameras that record to solid state memory. An angle could theoretically gestate with the memory, but it would take time. The original angle would be locked by the recording go-pro, and could not escape via any screen of the recording because there is none. So long as one regularly deletes the memory of the go-pro SD cards, or better yet destroys and replaces them, that person has a viable defense against weeping angles.
