I'd spend a sufficient portion of the budget on training. Don't conscript or hire any chuckle fuck who only wants to join for money, they need to be willing and motivated.
AK for everyone. Mortars can be made in-house with relative safety. Other weapons probably shouldn't be attempted. RPGs would be a good asset if they can be acquired surplus.

I'd be focusing on a few main points

>combined arms against more tinpot countries
>maneuverability and bloodying the nose of conventional against tinpot dictatorship armies with a small number of high quality items and a bunch of rabble infantry with rusty AKs
lots of technicals and unarmored troop transports, some light tanks, and LAVs for squad support. depending on terrain have ATV or dirtbike units for scouting and message delivery in a case of hacked/no coms
lots of shit like LAVs with gun mortars to provide direct and indirect fire, with TOW/random anti tank missiles for running into aforementioned tinpot dictator T80s and GTAMs mounted on hard points and bristling with machineguns for an anti infantry role.
pretty much put SAM/GTAM and ATGM on every vehicle you can, with an effort on getting anti air and anti armor weapons at the platoon level across the board.
also a focus on rocket artillery, helicopters, and fixed wing ground attack aviation. so I'd want a fuckton of supertuscanos, BM30's, M124 hind gunships.
Standard infantry battle rattle would be close to the old US BDU with an external belt and PASGT helmets like the mexicans use. probably no bodyarmor, but try to get as many fuckers wearing pots as possible. Standard Rifle would be an AKM and standard light machine gun would be the RPK. standard heavy machine gun would be DShKM or NSV depending on availability.

Both sides offer you insane priced shit you don't need, can't maintain and can't afford.
At first you refuse to take those offers.
Then General Dynamics begins the bidding war by offering you $10 mil under the table for the contract you need.

End up with Chinese surplus, a huge bank account and a happy general who's blind to you suddenly driving round a brand new Mercedes while your tankers are using shitty Russian/Chinese monkey models with sheet steel plating instead of armour, steel tube guns with no actual forging and ammo made from fireworks gunpowder for 80 year old stockpiled AKMs.
I mean, 50s-80s surplus is still effective. Anything from WW2 onwards kills people just fine and when your neighbours are armed with exactly the same shit as you, being armed with the latest and greatest doesn't matter.
Alot of Surplus is easy to retrofit new shit into as well due to how much more rugged the designs were. That's why you get T-54s with insanely powerful engines, rearmoured turrets and other shit.
