I can actually name a CA law enforcement agency that's significantly worst than the NYPD.

Sunnyvale Department of Public Safety

They are a combination PD/Fire/EMS clusterfuck meant to streamline all emergency services into a more cohesive and cost effective program. The effect is exactly the opposite. It's a disorganized mess.

Mostly the problem stems from the fact that lots of people want to be firefighters and nobody wants to be a cop. You have to qualify for all three hoping to be any one of the above (which is fuckspensive). So lots of people try to become firefighters and end up thrown in a cop car instead while they wait for slots to open.

They don't want to be cops, but they're told to.

I've seen these guys in action. They don't give half a fuck. They don't even know 90% of the laws, I've seen them arrest a guy being totally oblivious of the miranda warnings or really even any of his rights as a person accused of crimes. I've seen them harass people, I've seen them get go out of their jurisdictions and get into arguments with members of other agencies. I've seen multiple crashed police cars just because they're bad drivers.

They don't submit any reports to the public, and will fight if any info is requested. They drag their feet any time they have to process any form. They've been sued multiple times and have been repeatedly held in contempt of court for obstructing the procedures.

Trying to comply with laws? Fuck you, they WILL hassle, ticket and arrest you for anything they can any time they talk to you.
And when you call them for something expect to wait 1-3 hours for a response, even though 90% of the time they have literally nothing to do. If the issue can possibly be addressed by someone else they'll just pass the buck to the CHP or Sherriffs Dept.

TL;DR it's a small town PD, they should be cheap have an easy job but go out of their way to cost a fuckload and be the biggest dicks while being the most useless cops ever.
