You can only hope the planet that produces your regiment is well enough off to train a competent officer corps and provide adequate equipment. The Planetary Defense forces are usually the scrub militia.

The Imperium has quotas for troops and the competency of them, so usually the best people go into the Imperial Guard proper.

If you come from a feudal planet though, you are pretty much screwed. You only have a chance if your planet is the the Elysian drop troops and actually is wealthy enough to outfit their forces with decent equipment and leadership.

There's no uniform tactics or weapons. Doctrines et al are extremely varied across the Imperium.

If the appropriate regiments are deployed and supplied in a manner appropriate to their doctrine, they're a well-functioning war machine.

The only things retarded are the paranoid demands for secrecy, the extreme complexity of deployment, and layers of command that continually put the wrongs things in the wrong places.

1. Change Lasguns to Coilguns.

3. Make better armoured vehicles.

The problem is you really can't. The Imperium is just too big to be fixed at a bureaucratic level. Travel between systems isn't exactly easy in WH40k. Some parts of the Imperium don't even realize they're part of the Imperium. Being a meat grinder with occasional bursts of competence is really a lot more than anyone could hope from the IG.
