I got a no.4 mk1 back in june and ive tried everything to get it to shoot straight, but it still shoots a 4 foot (if not wider) group at 100 yards.
I only paid 400$ for it, is it worth it to rebarrel?
Or should i sell it and buy a better enfield?

Make sure the rifling is still decent. After that, ensure everything is screwed down tight. If it's not a case of you needing to git gud, you might want to take it in to a smith and see if there are serious stock bedding issues at play.
get someone else to shoot it, and have it looked at by a gunsmith.
rebarrelling it will likely cost at least as much, if not more, than another gun.

Are you shooting boat tailed bullets or flat based? The former results in bad accuracy in most Enfields.

Headspace doesn't effect the accuracy until Headspace is just a boogyman people say when they can't think of what is truly causing things. Also, any gunsmith here will probably use shitty SAAMI spec gauges and they're all undersized and will not be accurate and most likely would fail when in reality it is fine.

Likelihood is that the bedding is wrong. Before you take it to a gunsmith you should read up about Enfield bedding online and see if you can understand how it fits together and works, if you can do that you may be able to identify possible issues. After that it's still a good idea to take it to a gunsmith but at least you will be armed with some knowledge as well.

Only if the throat and bore display a lot of erosion due to cordite, or if the bore is oversized for some reason. I've never had an Enfield that didn't shoot BT well, and some of those had bores that were a far cry from perfect.
Take a .303 round and poke it into the end of the barrel. If the case touches the barrel, then your bore is shot out.
But, who cares?
I have an enfield with a totally shot out bore, and corrosion from water getting trapped between the bayonet and the barrel.
It just proves that your rifle has seen war and fucked shit up in ww2. Leave the history with the gun.

Yeah, you wont be allowed to shoot at the national matches with a low number 1903 because of the chance of the receiver kabooming. Many people have shot them though without any bad results. Just dont be like 1 of the 100+ documented people who had kabooms

What ammo are you using and what kind of rifling does your rifle have (2-groove, 5 groove, etc)? Some types of ammunition (mostly boat-tailed) don't like to stabilize in a 2-groove bore. If that didn't help, try slugging your bore to find the bore diameter and compare to the diameter of the bullets your are using.
