Well, that narrows your options a bit. How much budget? Generally German service rifles are the most expensive of the Mauser models commonly available on the market. For instance, the Yugoslavian M1948 in the OP are like ~$300 from retailers; a German-made-and-issued Kar.98k on the bottom of the collectability scale (Russian-captured refurbished parts gun) have been selling for $500+ from online retailers.

At first I was just being a contrarian, but after thinking about it I'd take a Mannlicher over a Mauser any day. They may not have the action strength or a big claw extractor, but they're much smoother to work, usually have better sights, and just turn something on in me.

well depends on what you're going to use it for.
but in general,
get a pre1942 one, germany started getting desperate after that, and quality is poorer, both the steel and especially hardening and finish
if the bolt matches the gun you can look at corrosion on the boltface from the primer, too see how much the guns been fired. if its got no corrosion its likely a post war bolt.
shit like good bore should be obvious.
another thing is trying to find one with a matching bolt. these guns, especially the early ones were kinda hand fitted, so its a big difference in smoothness of the action with an original bolt vs replacement.
keep in mind that every single part of the german pre 1942 mausers were marked with the weapons number, so its easy to check if you got an original. If you have the dosh ofc.

I can't afford a full reloading setup, nor do I have space for it in my rented room.

On top of that, the company that makes the Lee Loader (by hand, one at a time) dropped their 8mm Mauser model several years back for some godforsaken reason.

A full setup is like $350 and you need maybe 2 square feet. Sure more space is nice (especially if you load a lot of different calibers) but it's totally doable. When I first started I did it in my barrack wall locker.

To make you feel even older:
-I only have a handful of hazy memories of 9/11. I was 7 years old in second grade.
-My first console was a PS2. The Xbox 360 came out when I had just entered sixth grade.
-I never had dial-up. Still not entirely sure what it is, just know it went through phone lines and would get interrupted by calls.
-VHS was in its death throes when I was in elementary.

This is the kit I started with. You need a couple more things like calipers but that's the bulk of it.

I have been using the same rock chucker since I started reloading, which was about 30k rounds ago.

Damn things last forever, I love mine. If you do somehow manage to break it or an RCBS die, just call them up. They replaced my 7.62x54 neck sizer for no charge, and threw in a new handle for my case trimmer to boot.

you can find a basic single stage press for like 50 bucks used, and dies can be had for like 25 bucks used or 40-50 new. but yeah its hard to get into reloading because all the accessories like brass tumblers and such add up quick

You can neck out 30-06 shells and put 7.92 boolits in them. Then go ring the gong at 1000 yards like this guy did on youtube.

It's a rifle, a goddamn good one, even when it's stamped and not machined, the barrels are great for accuracy. Can penetrate an AR500 plate at 50-55 yards.
Basically 10-15% more power than a 30-06.

The bore should e bright and shiny, Deep rifling and no serious scratches on the lands of rifling. If the thing is sold plugged with cosmoline be prepared to take a change and work on cleaning it for a day or two to get to find out. More than likely it hasn't been fired 10000 times and will be good for a lifetime and a half of shooting.
