Hate to tell you OP, but yeah, don't handle your gun while someone's downrange. It isn't too much to ask. I know there are people who just like to bark about someone else's perceived lack of safety, and none of us like to think we would be irresponsible.
Frankly, being called out on a safety violation, even a "common courtesy" vs. "rules" one is tough. I'd probably be a little butthurt and want to explain myself too, but get over it. A range isn't the place for pride. Other people are shooting there too, it isn't your backyard, and they have no idea what steps you take to ensure safety other than what you show them.
Just because the game warden "backed you up" on it doesn't mean that your actions or your response were in keeping with good shooting practices. I hate the self-appointed range officers too. Just don't give them anything to bitch about.
I've shot since I was 10 years old. I've fired many thousands of rounds at a range and in my backyard. I'm experienced with guns and do my best to be safe and follow the rules. Still, I have had TWO ND's. That's two too many, and I tried to really learn from both of them. Either could have been fatal to myself or someone else; luckily, following OTHER rules that someone might have called stupid provided a second layer of safety for my foul-up. I don't get a pass because I have a 99.9998% safety rate with rounds fired safely vs. ND's.

That's how they do it at my range too.

The RO's even walk down the line and check every single firearm before letting you walk down to the targets. Usually about 75% of the people there have some combination of mistakes (like a loaded gun, or chamber not locked back, etc)

I always get a little thrill out of having the RO walk over to my section of the bench, glance down at my firearms, and walking past without saying anything...

But at the same time it sort of blows my mind that anyone ever manages to screw this stuff up. You literally have to do 2 things that take half a second. It should be easy for anyone, and yet we have people like OP.
