They're really not that different in role. Both are multirole fighters, hell they both have carrier variants. They're just different in the way they accomplish those roles. If the Rafale wanted to penetrate an air defense network for example, it would rely on stand-off weaponry such as stealthy cruise missiles, while the F-35 could go that route or could rely on it's own stealth to get closer to the air defenses.

Though comparing them from a practical standpoint is sort of silly, it's not like they compete for orders, the only country seriously considering both is Canada and the Rafale is easily the least likely pick on their list.
