It's a long, complicated process assuming you're not b8ing.

Part of it is since the manufacturer is hesitant to modify a product when they're not sure how big the market will be, the presumptive buyer (IE us Gov in this case) throws money down for a contract to modify the product in hopes of future sales of at least xxx units. Then they factor in the cost of building the modified product, and making various tweaks to suit the buyer. Finally there's the infrastructure of not only building the modified product, but supplying various parts and repairs and accessories over time, especially if the product comes with accessories. Then you've got a mixture of the supplier padding the price to make sure their profit is healthy, and the buyer padding what they're willing to pay to ensure their budget next year can be a little bigger, because as we all know if you don't spend your whole allotted budget then the following year it will be cut because you didn't need what was allotted to you

Not to meme, but there's been plenty of instances of the military destroying damaged trucks in the overseas conflicts instead of repairing them because it benefits the military by driving up the required budget and benefits the manufacturers by selling more trucks. Not to be tinfoil, but basically the government and various companies have to balance a delicate scale of goal, cost, greed, and fuck
