You are entirely wrong. Bolters and bolt pistols are .75 caliber and rocket assisted. It actually does make them more lethal by imparting more energy on them. Bolt weapons do not require rifling either because the rocket assist gives them spin.

There is an upper limit to how much power you can get from the sun in a planet and have said planet still handle life. While perfectly posstible to charge the battery by the sun, it may be that it takes too long to be viable since the batery ahs such small surface area for the light to hit.

In order to make the expense of a two-stage gyrojet round with a kicker charge and a rocket engine worth it, it has to be pretty large to have a sufficient payload. That is just plain overkill for humans and will be issued to normal human soldiers who aren't even wearing at least powered exoskeletons that can help guide and aim the weapon so those expensive rounds don't go to waste.

That's not to say that using a .50 BMG rifle against a human would be wrong considering it is also generally overkill, but at least for the concept of the bolter it isn't suited for the almost purely ranged combat that we face today. Maybe if we ever have to put down uprisings of crazed demonically possessed cultists who prefer to engage in melee combat with bladed tentacles, then we have a reason to go the overkill route just to put down the enemy as fast as possible, especially in close quarters and urban areas.

That's not a problem for space marines. They're already super strong without power armor, not that they are ever without it. Space marine bolters can be huge and fire soda can sized rounds with ease.

Normal humans that use power armor, like the sisters of battle, have weaker bolters. Regular grunts can only use bolters that are basically outclassed by lasguns, unless we're talking mounted weapons.

So I guess any bolter should be made with no delusions about it being a mounted gun that shoots rockets.
