They are buying the Rafale though. There's no mention of the Silent Eagle at all. This will almost certainly be a variant of the F-15E, probably along the same lines as the F-15SA.

Your first source only mentions Israel wanting the SE, your second source doesn't mention the SE at all, and your third source only has Israel not wanting Qatar to get the SE. The only formal request Qatar has submitted to the US is for Strike Eagles.

I'm pretty sure the third source is also simply mistaken as well, since it refers to Qatar's request for clearance to buy up to 72 F-15s, but that request was for Strike Eagles not Silent Eagles. It seems like a simple typo.

This one is from February, says that Israel opposes the sale of F-15SEs to Qatar, over 70 of them. Qatar has since bought Rafales to fill their air superiority needs.

For the first 50,000 flight hours, and up to the current lifetime hours, the F-22 was a much more reliable and safe aircraft than the F-15 at equivalent times:
