MoD does't want PT-16, they evaluated the PT-91 and T-72M tanks as not perspective and not worthy for upgrades. The proposed upgrade is export only.
Except for a small program, where they put Asteria thermal cameras into Pt-91s, the T-72 modernization program is dead.
Which is a shame, because for relatively small amount of money (1-3 million Euro per tank) you can get rather decent machine.

My take on PT-91 modernization:
- Exchange of cannon (2A46MS Slovak / Ukrainian KBM1M);
- Modernization of the turret (new bearing, drive and stabilisation);
- new FCS (Asteria);
- commanders panoramic sight
- Replacement of the control panel;
- auxiliary power unit;
- BMS and new radio;
- new fire suppression system;
- new powerpack
For arround 2 million USD this quite an upgrade. Especially considering that new tanks costs 10+ million USD and Germany run out of leopards to give away.
If you upgrade suspension (replace torsion bars) you could try to add armor modules.
