With a modern bolt and barrel, the M16A1 is just another AR15 platform, with the added benefit of full auto.
Define relevant. If you don't use optics or NODs, there's nothing wrong with it.

Singaporean here. During and after the Vietnam War, the US offloaded their surplus stock of A1 rifles to the surrounding countries. The M16A1 was used from 1969 to around 2003, so there's a huge stockpile of them sitting around. Units that aren't frontline combat use them for guard duty and training exercises because they're plentiful.

I suspect the true purpose of the M16's introduction to Vietnam was to showcase and sell it to Asian countries. I mean, compare pic related and OP's pic. The M16 is tiny in the hands of a White guy, but fits a gook's frame perfectly. It's too convenient to be a coincidence.

Lack of rails is an issue if the force using it plans on using optics/lasers/flashlights, though you could drop in a railed handguard for the latter two and throw the optic on the top of the handle or use a gooseneck (not as good as a flattop but good enough).
20" is awkward indoors and mounting/dismounting compared to 14.5" or 10.3" but better with m193 out to ~200 yards, so good and bad.
If it is a less developed nation it is a perfectly fine weapon as is and if it is a more developed nation they can afford to upgrade it to their needs.

M16A1 is certianly adequate for frontline use, it may not be as fancy as modern rifles covered in optics and so on, but either of those rifles in the hand of a trained soldier with the will to kill will be effective.

What? Aside from barrel twist, the only changes to the AR platform have been secondary quality-of-life shit like rails, brass deflectors and flattop uppers. Mechanically, it hasn't appreciably changed since the 70s.
