Around 2005 the Mini line was discontinued and revisioned, it has a thicker barrel and slightly modified gas system, better sights, as well as replacing factory tooling and some other things.

An Accu-Strut wouldn't fit on a new one without modification, and it wouldn't actually do anything since new Mini's don't have a flimsy whipping barrel (which was a problem on the old rifles)

A new Mini-14 or Mini-30 should be able to shoot 2 MOA with good ammo, and average 3 to 4 MOA with average cheap ammo.
A fancy Mini-14 Target could shoot sub-MOA but they're expensive and .223 only, no 5.56mm

A factory Mini-30 shoots brass cased ammo just fine, it just seems the firing-pin doesn't hit the primer of cheaper steelcase quite hard enough to reliably ignite it 100% of the time (you'll get a couple of FTFs per mag), you can polish the bolt-face, or replace the hammer spring, and this will let the pin hit the primers good enough to consistently detonate the primer on the cheaper stuff.

The old 180 series Mini-14 rifles (at least the regular civilian models) genuinely had very thin barrels, for slow shooting with the tiny magazines Ruger used to give you (because Bill, while a cunning designer, was also a big fat fudd), they did ok, you could probably shoot 3 or 4 MOA with match ammo if you shot slowly.

But the thing is that the Mini-14 was sort of pushed as an alternative to the more expensive Colt SP1 (AR-15), and a rifle like that needs to have 20 and 30 round magazines, as well as be able to score decent groups with rapid fire, a Mini-14 would start scoring 6 MOA+ groupings once it got hot, not appealing (manufacturing quality also wasn't quite as nice). Eventually the AccuStrut would come out on the market, and this would stop the barrel from whipping, and genuinely greatly improve the accuracy

The second problem is that Bill didn't want civilians to have magazines larger than 15 rounds for any guns. The rifles would come with 10, even 5 round magazines.
This means you had to settle for tiny mags, try to find the 20 or 30 round mags which Ruger would really only sell to Law Enforcement (they'd crop up), or go to the aftermarket, and aftermarket Mini-14 has generally always been a shitshow.

You could look for a Mini-14GB model (GB=Government Barrel), which genuinely was much better, it had a thicker barrel profile which didn't whip, it was usually accompanied with larger magazines which the previous owner would have, as well as a bayonet lug to take M16 bayonets. Some variants also had a really cool looking folding stock.

Problem was that Ruger only sold these to police, so you'd have to find one used. They also had a higher value.
There was also the select-fire AC-556 models, which was the same as the GB ones, only they had a Semi/Full/Burst selector on the back of the receiver, as well as being available in a short carbine form.

Bill was a good designer, but his company really became much better after he died.

Canada bans AR15 and any AR15 derivatives. What a derivative is is based off of what the RCMP determines. A while ago the RCMP determined that the SCR is a AR15 derivative because it could take the same magazines and same upper receiver as regular AR15s

Canada restricts semi auto rifles to 5 shots a magazine. I don't think they ban things based off cosmetic features like pistol grips or flash hiders. It's mostly what the RCMP says if the gun itself is okay or not

AR15s aren't outright Prohibited, they're just Restricted, like pistols, meaning you need an RPAL.

Now, it's true that a magazine made for a rifle can only hold 5rds, but if the magazine was made for a pistol, it can hold 10rds, this has lead to some clever things.

For instance, the LAR15 is a pistol in .223, thus it's magazines are 10rds, these magazines are basically regular AR15 pattern mags, and since pistol magazines aren't really Restricted, there's a gray area, so lots and lots of people are using LAR15 pistol magazines in their unrestricted (and restricted) .223 rifles, so far, the RCMP hasn't actually done anything about this, and it's been done for years.

There's the Vz58 sporters, which are available on a normal PAL, and these can have magwell conversions installed, allowing a .223 caliber Vz rifle to take 10rd pistol mags, what more, it's perfectly legal to attach magazines together, so an available package for this is a Vz rifle in .223, with a pistol magwell, coming with "Wedged" LAR15 pistol magazines (for fast reloading), meaning you can have a scary black rifle with 10+10+1 capacity, on a regular PAL.

It's not an AR15, but it's probably the best 'military' style rifle available to the general Maple, at around $1000. There are some other unrestricted .223 rifles which can have magazines like this, but the Vz is probably the best quality and value for the money at this time.

This arrangement can also be done in 7.62x39mm if so desired, by fitting a regular Vz58 or an SKS with a pistol magwell (this also allows for loading your rifle with a full 10rd stripper clip, like Simonov intended, you can use this pistol mag as a fixed 10rd one if you want to)

1. larger magazines than 5/10 rounds are only RESTRICTED, meaning you can still get them. RPALs (RESTRICTED (not PROHIBITED) PAL) are not that hard to get in certain provinces. Basically only Ontario is the No Guns Allowed part of Canada. That forearm made me think of original G3 forearms. I think it might look good if some one modded a wooden or OD plastic forearm.

I would of course the only way I would buy an SCR is if it somehow was not restricted. Even a FAL handguard could work with the right forward sight.
