The ATF has practically no oversight and does not answer to Congress.

It's a *component* of smokeless powder, which is not considered a high explosive. Most smokeless powder is imported from Canada, Australia, various europoor countries, and Mexico, anyway.

Make no mistake that the ATF answers to no-one and exists only to repeatedly violate the 2A with random small infringements over a long period of time.
