Not every vehicle needs to be superproofed against everything.
Every military in the world has some degree of light utility vehicles for general duties, logistics, liason, transport, light recon and convoy movements. US uses Humvees, Brits use Land Rovers, French use VBLs etc etc.
The issue is when they are used as frontline assault vehicles, and its those units that need something better.

There's been plenty of catastrophic IED hits on MATVs, and I've done enough post-blasts to know that it's a real issue. Shock front don't give no fucks, it's getting into that hole and tearing the vehicle apart. MRAPs, Max-Pros and RGs hold up fine because they don't have a hole in them. MATVs will sustain casualties with significantly less explosives than the rest of the inventory. It's such a notorious flaw that TF Paladin blacklisted the vehicle for all their personnel under all but the most dire circumstances.
