Yes, in the early 1990's the KS-23 was brought into the US as the TOZ-123 as a sporting arm. There aren't more than a handful of them out there but they do exist.

Well, it's comparable for most rounds, with heavier rounds (the solid steel slugs for killing engine blocks, the grappling hook, etc) the recoil is substantially greater.
