2.7 mm Kolibri is suitable for self defense and hunting. It's all about shot placement.

If said shot placement is through the eye, nose, or throat.

It was not a fatal mistake, partly because she used a 25 ACP, which everyone knows is not sufficient to clear sinuses.

Yep, inadequate, but it has been done.
Personally I carry a colt vest pocket right next to my wallet, but that's a last-ditch option after an actual handgun. It used to be a NAA pug mini revolver, but I couldn't aim that one for shit (my big hands kept pushing it to the left when trying to pull the trigger), but I'm good out to 25 yards with the colt.
I wish there was a centerfire version of .22 Magnum that could be crammed into a slim doublestack mag and feed reliably. I'd love a 20-round "5.5mm Auto" Glock 26 conversion kit

I wonder if that could penetrate deep enough to hit the carotid or jugular?

Ah yes, the gun that can annoy someone to death.

Colonel Cooper was a storyteller from another era, one I'm hesitant to badmouth, but I never understood his problem with 25acp or 9mm. A 25 auto loaded with preferably +p is more than enough to kill a human with a shot to the skull, obviously not ideal but a shitload better than a kitchen knife. Isreali assassins used a 22 short Beretta pistol to kill Gerald Bull. John Browning himself apparently thought 25acp was good for something.
