We were doing the same shit in WW2 and Korea, we killed god knows how many thousands of allied civilians during the bombing campaigns in Europe. In Korea we displaced thousands and probably killed quite a few unintentionally, we still don't really talk down on it. In Vietnam it seems is it really brought to the fore. This is one thing I will criticize on the war, the largely vague operations that often lead to clearing and sometimes burning down villages. As to the moving of civilians to guarded areas, this isn't new. The Brits used it in Malaya to good effect, and its a standard counter-insurgency tactic. Problem is, you have a lot of grunts with itchy trigger-fingers and officers hungry for medals combined with an extremely vague set of objectives involving the overall war leading to shitty situations where villages get wiped. There were (and in my opinion always will be ) going to have civilian casualties in a COIN war, but in Vietnam this became exacerbated by the shitty handling of the war (would need to make a separate post about this). The tendency to apply overwhelming firepower in the time when precision weapons weren't prominent meant that things got very fucking messy when air power was called in, to the detriment of all (there were a few very bad friendly fire incidents involving aircraft that could've been avoided). So if a patrol starts taking contact, losing a couple guys, the enemy melts away, and there's a rather conspicuous village nearby, it only takes a couple of dots to connect what happens next.
