If they could ever make this magnificent piece of fiction, the entire face of warfare would change overnight.
Despite being laughably called a flashlight in it's setting, the Mars Patter Lasrifle is so powerful it would shit on damned near everything we have now. A single shot can punch through 4 feet of concrete. Each power pack is good for about 50 shots. They can be recharged in sunglight.

That tech is expensive, in the medical field I'm in we're pondering the idea of getting a laser for precision scalping, the laser can cut to even the size of a cell, without damaging the surrounding tissue.
One small problem, the tech is expensive and the energy output is a match to the price.
But we are not that far away from laser weapons, Russia has a fighter outfitted with a laser weapon. If it has military might and use, Russia is willing to pay in order to get the edge should a war arise.
