In my academy we had to hit more or less center mass from 25 yards. As for DA being harder to train I'd say it depends on the shooter.

Twenty five meters really is a reasonable training range for pistols, and is longer then most shots a policeman will take with a sidearm in the field.
Once you are used to the trigger I don't think DA guns need more time, but all pistols are going to need an hour and thirty rounds a week for proper training. Far too many police seem to consider range time a once a month thing, or less.

Local Sheriff's department is required to put shots on the silhouette at 75'. There are slightly more rules to it than that but I can't recall.
