Shoygu almost single-handedly -created- a paramilitary force, unrelated to army. He started off with ~500 men in 1991, a task force for ecological and technological disasters, like chernobyl, earthquakes, plane crashes in remote region. The task force was supposed to be rapid deployment small medical-engineer force - but it has grown into a Ministry over 25 years. Ask any russian, he will answer that this ministry is the one and only that is actually functional and reliable to any degree (i.e. not a bunch of corrupt fucks).

It's obviously an advantage, but not a major one. Czech minister of defence is a former actor with some experience as a diplomat and and he does pretty decent job.
