If I remember correctly, they drop that line just before the training simulation. Why? It might be facile, but the immediate introduction of relevant imagery, imo, implies that the director wanted to put an element of ambiguity of whom in the movie is the victim.

I don't actually disagree with you; I think that Kei is the main victim and the one for whom the Little Red Riding Hood analogy is more applicable. However, I think there is a certain counterpoint (in the musical sense) that Fuse is also a victim.

You remember correctly, and the voiceover of the fairytale continues through the simulation. However, I'd say the training scene is far more about Fuse coming to grips with his role in the story, rather than equating him to Little Red.

I disagree with the victimization, as well. Fuse was never the victim. It was a setup from the start, with the Capitol Police drawing out their Public Security antagonists quite deliberately.

The only way one could suggest that Fuse is being victimized is to say that the Capitol Police makes good use of that type of person. To hear Fuse talk about makes it clear he doesn't fit in with normal people, and is best suited to putting on a mask and doing things that would land him in prison otherwise. He's a loner, with few friends (his only real one is actively betraying him for a promotion), no connections, and never felt he was in the right place until he was in the Capitol Police. He really is a wolf, not a person.

Basically the whole premise is that Williams becomes a gun nut because he's a loser, and his wife leaves him due to him buying a scary assault rifle, he then goes to a militia camp in order to prove his manliness, and his buddy tries to stop him and ultimate shows him that guns are bad.
