Heres how ya do it (I'd guess, Im not actually recommending this, only speculating on how it might be done based on the sniper tactics and guerilla warfare manuals I've read)

Take a 3 man team, one driver, one DMR man and a security man...

Driver has an inconspicuous vehicle of some sort (silver asian import car, white service van, neutral colored chevy cavalier or similar, something inconspicuous, you get the jist), possibly with stolen tags

DMR has a 20" ar or perhaps a semi auto 308 of some sort, either having an excellent scope

Security man has an SBR/Carbine/Tavor/etc probably with a red dot/reflex sight to protect the DMR man at close range, and engage close in targets quickly during mass killing situations should they arise (gang of 4-5 thugs pulls up in a car for instance), although he should normally avoid firing his weapon for the sake of stealth, unless him and/or the DMR operator are directly threatened, especially at close range (someone armed runs out of a building at 7 yards distance and confronts the team as they're moving for example)

DMR identifies targets and engages them. This would be easy at night, virtually everyone out at 2-3 AM is some kind of scumbag to be removed in this type of environment. Avoid obvious civilian targets such as innocent women driving home with kids, old people sitting on porches if they cant sleep, etc and focus on the drug sellers, pimps, possibly hookers, etc.

DMR man fires 2-3 times at most then moves to avoid detection. Most shots would be shorter, 1-200 yard range. Both men then run down an alley, over a street or two and engage again with 2-3 rounds. Repeat this for ~10 mins at maximum then radio the driver for pickup in a darker, hidden area. Driver loads up, everyones out of town before the cops show up, assuming they even bother to come check it out.

Its also a good idea to plan for contingencies first. I'm gonna write a novel about this, using these points someday.

Here in the north of England, which is comparable to Detroit in many ways (poorer, industrialised cities with lots of decay due to manufacturing jobs being shipped abroad. Pretty much everyone was employed in either coal mining or ship building in my area, both of which have completely stopped)

Yet here, we're all driving shitty, beaten up cars for the most part, yet our roads are well maintained, our paths (sidewalks) are usable, grass is all trimmed, everyone's garden looks nice, etc.

Most of our money goes to the fuckhuge military which even the common American is okay with downsizing, social programs (that never lead anywhere), etc. The feds straight up lost 6,500,000,000 recently which also doesnt help, but luckily their banker friends can just print more of it, which leads to inflation which is basically another huge tax in and of itself.

Yeah its a waste. The average American sees the Federal government as a parasite and an oppressor, something that stands in his way and isnt to be trusted.

Not really sure how much longer the general public is gonna keep taking it like this. Probably indefinitely, because we/they always do.
