No, they generally are all that. Uneducated directionless people with potentially shady backgrounds have been the backbone of armies since time immemorial.

Enlisted in the modern age are far and above more than "scum of the earth, enlisted for a drink" but they are a cross section of generally lower middle class and working poor America. Increasingly more and more generational service members.
General populace's idea that enlisted are criminals & stupid is possible hold over meme from Vietnam era/70's cuk propaganda and the fact most Americans don't actually know anyone in the military/never served. Vieteam era veterans WERE more likely to end up in prison than the general population but that dynamic has changed. Post 1986 and OIF/OEF era vets are less likely to end up in jail or prison than the general population.

You have E-9's with their own jets (service chiefs) and protocol of an O-9
In the USAF a degree is required to be a SNCO.
You have E-4's making the decisions O-5's used to make just a few decades ago.
I foresee a transition from the classical E and O world in the next generation or two. The notion that just because you partied your way through college for 4 years qualifies you to lead soldiers is probably more outdated then the notion that enlisted are unintelligent savants.
