The f-16, Mirage 2000 and f-4 all have fairly similar specs. I believe both countries keep their radars, weapons and engines updated... I don't think mirage's superior frontal RCS plays significant role because turkey might have good enough radars. I think the mirage's MICA missile is inferior to AMRAAM, which in my opinion makes mirage the worst plane of the 3. AMRAAM has better range and double the warhead. I'd estimate you'd need about 1.25 mirages for each f-16. I pulled this information out of wikipedia, and I have played quite a bit of lock on: modern air combat.

Then you don't understand how RCS and detection range work. You don't eliminate the difference just by having a different radar - no matter what, the Mirage will be detected at shorter range than the others in all head-on scenarios.
Not saying that makes up for lack of AMRAAM though.

f16 is faster and more powerfull, mirage is more manueverable.
I'd say a 1.25 to 1 ratio as mentioned earlier would be a good estimate.
