It's supposed to be the length from your finger tip to shoulder. I don't know why, it probably has to do the kinematic balance.
The thing is, they're ceremonial swords. Not bad for home defense, but if you're thinking about tearing up the Takeda's or perhaps your local shopping mall, I'd suggest an O'Tachi or a Naginata.

That one was not for practical use, but here were some really long ones that were. A Odachi was usually only sharpened at the tip, so it was probably used to smash more than cut.
a average battle sword might have been around 90-98cm an every day sword to where about 70cm, though if you were a big guy a longer one might be preferable in both situations

Depends entirely on your body size, and length varies greatly in surviving antiques
A 28" blade will feel good for some, while other taller people will want a 30".

One method of measurement that has been mentioned is to have the blade length such that when you hold it at your side gripping up to the guard, the blade tip is about an inch or so above your little toe. Probably intended as a general guideline to avoid striking the ground through its range of motion.
I've heard that the ideal length is from the shoulder to the opposite finger tip. Which seems more or less consistent with some of the other guidelines posted here.

It's all about range here, rapiers are long as fuck, katanas are pretty short. In a one on one unarmored duel a guy with a rapier will fuck up someone with a saber as well because they have insane reach and speed when thrusting. If you have a cutting weapon like a saber or katana and try to attack first you'll lose every time.
But are you going to have life and death duels? No, no one does that anymore. So get a sword you think is more fun.

Portuguese fucked everybody up in duels though. Rapiers are a bit overrated. They're the pinnacle of dueling weapons sure, but you wouldn't see them on a battlefield. They're not the end-all-be-all of swords.

Saber is also a good choice. And actually probably much better for close quarters defense. But the fundamentals of Saber and Rapier fighting are similar, and since saber HEMA classes are hard to find in most parts of the world, a more common fencing class would be a good place to start.

Speaking out my ass with a wild guess. I would say that is because when guns became the primary weapon of footsoldiers, sabres(a traditionally useful weapon for rich guys on horseback) still had enough of a prestegious image that it was the style that stuck around. Also, if you don't plan on skewering people with your super long rapier on a regular basis, a sabre is probably going to annoy you less to carry on your waist.
