How would one create a safe, functioning firearm from pic related?

Well, based on that picture, each cylinder on that drum would need its own barrel, and the "bolt" air chamber thingy would be the firing pin. Not that complicated really.

That's what I was thinking. The nerf barrels are big enough that one could put in inserts strong enough to handle the ammo, but wouldn't the frame have to be reinforced in some way as well?

I was thinking something like a .22, maybe even replacing the drum thing with one made of metal.
But yeah, a plastic nerf gun body wouldn't last more than a drum, maybe less. but you could try building something inside it, connecting all the parts to a metal chassi, putting the body on top of.

Replace the cylinder with a steel copy (plastic paint it afterwards)
Make the 6 breeches in .22LR -with screw-in fixed breech-blocks to seal the rear (slow to reload but secure) with internal floating firing pins (so nerf 'bolt' only acts as hammer)
Probably need to solidly fix metal cylinder spindle and crane onto frame to take the recoil
