If i understand correctly, you can "pair" quantum particles together so that what happens to one, happens to the other. And you could theoretically transmit information that way

This will fail. You can't use quantum entanglement to communicate.

Quantum entanglement basically works like this:

You have two cards, one white, one black. You put them both into a grey envelope. Then, you completely randomly give one of the two to someone that's gonna go to the other side of the world. Once they're there, you open the envelope you have.

You -instantly-, faster than the speed of light, know the color of the other person's card. Yet, no information has been transmitted.

Same deal with quantum entanglement, because the moment you try to alter the state of particle A in order to communicate info through particle B, you lose entanglement.

Not even close. First this is a test satellite not a functioning network. Second the bit rate for optical fiber quantum communication sucks, and any communication via broadcasted photons must necessarily be lower, means this system will be utter shit and transmitting secure info. Third at 600km the satellite will be at pretty much the lowest possible orbit which means its lifetime will be short. Fourth, because this is insecure photon communication, as MIT showed, it is possible to intercept the communication and copy the data without destroying the photon (by entangling the received photon with another one), hence defeating the quantum nature of communication.
