Starting to get surface rust on K31 bolt, how do I fix this?

coat it lightly with oil or a gun-specific solvent and let it sit for a moment, then go at it with the abrasive part (the coarse, green part. You know, the ones you use to do the dishes) of a sponge. The bolt is not blued and surface-hardened for the most part, so you shouldn't worry too much about scratching it.
Also, coat it liiightly with Waffenfett or oil before putting it away to prevent this from happening again.

Put it in vinegar for a few hours then wipe it off. Keep it oiled to stop that from happening again.

fine steel wool like #0000 or some shit until the rust is gone or minor pitting remains, then water with dish soap, water off soap, dry it, heat it up with a hair dryer, drop it into or dab some bluing agent onto it, wait a couple minutes, wipe it off with something dry, oil it up

That's because vinegar both removes rust and creates it.
You can soak a rusted-to-shit gun you found buried at the beach in vinegar, and it'll clean up because the acetic acid eats the rust away; rust is usually hundreds of times more voluminous than the iron/steel it came from so it looks like magic that the metal is still surprisingly intact.
In contact with relatively bare metal, though, acetic acid induces rust - but it's a more controlled, evenly distributed oxide. If you get a reddish oxide, you can boil the part in distilled water and it will convert to black, which is how you can also (with multiple layers) create one of the nicest and most protective blued finishes called slow rust bluing.
I'd oil right over the black and wipe clean. Anything that remains is a protective layer only microns thick.
If you want to undo bluing or rust, you can soak in vinegar and immediately wash with baking soda solution or any degreaser, even Dawn dish soap. Buff it out with steel wool and give it a good soak with gun oil (not bore cleaner).
For future reference, keep the bolt well oiled or use something like moly/lithium grease that will stick and stay put.

Update 2:
Everything fits and moves as it should and it's not totally FUBAR, but I'm going to pop it back apart and keep cleaning it with oil. Anyone else have any advice for my misadventure?

Well, it works, and there's no more surface rust. Not quite what I expected, but a lesson learned.

Yeah... best advice is not to worry about it so much. It'll clean up with steel wool and a solvent, and if there's any residual gray it'll work itself out with cleaning, time, and use.
Look up some videos about how folks wanting to do a good slow rust blue strip a barrel down "to the white" first. They literally take a completely black barrel that has tons more oxidation than that and make it look like nickel before they get started rebluing.
You didn't do one bit of damage, don't sweat it.

That was the plan. It's not like it's a perfect museum quality rifle, it's a surplus rifle that got beat around the Alps with a mismatched handguard and a beaver chewed stock. Still kind of my at myself though.
I'll take a look at how they strip barrels, but I'll probably just work at it with solvent and use. Thanks for the advice anon.
