Rifle into a pistol is a big no no with the ATF.

Yea. It is an sbr or AOW. Depending on the day you talk to the atf.
If you want no stamp buy two Nuggets. Torch cut them into 3 pieces each, with a little planning. Then weld the 6 pieces into 1 receiver after cleaning them up with a grinder.
