How would you fix the Iraqi military?

In all seriousness though you'd need to basically replace the vast majority of the officer corps and work on re-training the rest/training the new recruits in such a way that isn't "Arab". By that I mean you'd have to basically erase the cultural limitations that currently exist in most Arab militaries regarding among other things

This is a very rough paraphrase of "Why Arabs lose wars", though the original argument holds true. If your officer corps is non-functioning, you may as well throw in the towel then and there if you're going up against serious opposition. Most Iraqi successes thus far against ISIS have only been achieved when the Iraqis massed large numbers of men and material and hurled them at ISIS positions with varying effect. There's a handful of decent special operation units that used to work closely with us, but those are few and far between.

Train them with roughly the same network that ISOF is under. Beat the sectarianism out of them, reiterate that they are only soldiers for the ministry of defense fighting for their country.

Improve relationships with officers and communications equipment. Don't leave the civilians to be watched by militias who have no respect for human rights and the rule of law.

The officer corp is rotten and even if you purged it and replaced it with trained replacements it would eventually become corrupted again by the political leadership dealing out spoils.

The simplest way to unfuck it would be to declare war on Iraq and repeatedly maul them in battles without finishing them off strategically. With enough bloodshed, competent leadership would eventually emerge as the previous power structure was bled white.
