the cup alone doesn't provide any support for compression of the powder. the cup is for the shot, the cardboard wadding is to put pressure on the powder, as powder doesn't burn so well without adequate packing. If you really wanted to you could engineer a shot shell that does not utilize wadding and has wadding from the cup, but ammo is pretty standard as far as propellant goes.

So when it comes to firing shot without that space as a buffer it would deform the pellets and fuck up your pattern?

I was just fucking with the idea of making some shorter rounds to save on space/weight to use in a little break barrel when I go roaming.
Is that realistic or am I going to blow my face off if I remove everything but the cup and pack it down onto the powder?

That's a modern one piece plastic way to replace two critical components in classic shotshel loads used since cartridges were invented. The over powder wad and the cushion wad. The plastic shell crimp replaces the over shot wad. Pic related.

This is what I was thinking. Realistically, I'm only ever going to run birdshot through the thing but I want to keep a few slugs handy just in case and I'm trying to cut as much bulk from my carry as possible. I've seen people cast their own slugs from shot and wind up with a shorter round when they were done and I was wondering if you could make them even shorter by removing that part of the plastic wadding.

It keeps the gun from exploding from the pressure being to high at the beginning before the slug or shot really gets moving and from plugging up the end of the barrel by getting lodged in the choke.
