Yes, Moscow Metro is a colossal bomb shelter. Blast doors at every station and transition. Pre-planned habitation and emergency stores. Air filtering and water purification facilities.

Moscow Metro was used as a bomb shelter in WW2. Some organisations even relocated to Metro stations temporarily.

But nothing special
It most likely has connections to the Kremlin and other governmental buildings, as well as military airbases. It also has underground facilities, staging areas, and a launch hub for their nuclear network. Basically everything that is of dire importance can be commanded and run via D6 for a short time, but not indefinitely.
