Think of america as a upper middle class household with a dad who is a strong 2nd amendment supporter with tons of personal weapons and gear.

In perspective mexico is a near homeless drifter that occasionally gets handouts in return for minor yard work but has to be shooed away when he lingers around too much.
That guy probably wouldent risk his limited resources if the american guy where to embark on an estate venture with the possibility of being shot with no benefit to himself.

Also nobody would ever take mexico seriously.
