My guess is that it was cut when they realized they wouldn't be able to get melee with guns working. There STILL aren't any mods that allow that.

12.7 is .50.
12.7 is only otherwise used in a pistol and SMG, so it's probably .50 AE and named 12.7 to avoid confusion with .50 MG, also present in the game, and to keep consistency with the other pistol calibers, most of which are given in mm instead of caliber. (9mm, 10mm, and 12.7mm are the only dedicated pistols-only rounds in the game; .357 and .44 and .45-70 are used in long guns.)
