Apparently it is. Besides which, blatting a clay with a full cylinder bore/sub-24" barrel is a bit harder.

Actually, they only allow 24"+ on the trap ranges. Shorter barrels are allowed on the tin can range.
I get asked by the lady at the officer almost everytime I go, and when I talk to the ROs, they say it's becuase of the houses on the other side complain about the noise from the trap range if it's out of a short barrel or from HV shells.
It's been a while since I've been there though. Maybe the rules have changed.

lead is ok there.
Just get a gun and multiple barrels. The Mossberg 500 for instance has several packages that comes with 18.5" and 28" barrels and screw in chokes.
