Gunsmiths generally weren't considered manufacturers, and didn't have to register with some obscure trans governmental agencies with a yearly fees in excess of $2k. Now, thanks to executive action, a lot of local gunsmiths are going to be redefined as manufacturers.

The regulations in no way apply to individuals that aren't "in the business" of gunsmithing or manufacturing. It is still lawful to make your Form 1 stuff (not for sale) as an individual without registering.
Is everyone missing the clause that says
>Persons who do not actually manufacture ITAR-controlled firearms (including by engaging in the activities described below, which DDTC has found in specific cases to constitute manufacturing) need not register with DDTC –even if they have an FFL from ATF.
TL;DR this does not affect home builders, this does not affect scopes on fudd guns, this does not affect ANYONE except people who ACTUALLY manufacture an ITAR-controlled firearm.
I don't know why the fuck they would publish this shit and then contradict it in a single clause, but then again that would be applying logic to the situation.
